According to our current bylaws, we need to hold an election for officers of the governing group, the Classified Advisory Council ("CAC").
Officers are: President, Vice President, Secretary/Treasurer, and Communications Officer. Following are descriptions of each position's responsibilities and a ballpark figure for the time commitment:
President: Presides over bi-monthly meetings of the CAC; presides over general membership meetings; collaborates with Secretary/Treasurer to develop an agenda for these and general membership meetings; reviews proposals for classification and reclassification of positions within the unit; meets regularly with the College President; makes appointments of classified members to standing and ad hoc College committees or designates another SEIU member to do so; consults frequently with SEIU Local 707 Field Representative assigned to support SRJC unit, with the District's Employee Relations Coordinator, and with the Director of Human Resources.
Commitment: No fewer than 3 hours per week. Released time of 100 hours is available through Article 5.6.2 of the contract.
Vice President: Presides over General Membership or CAC meetings in the absence of the President; serves on the classified Negotiations Team.
Commitment: Average of 4 hours per week during negotiations; with an average of 3 hours per week year-round.
Secretary/Treasurer: Reserves meeting rooms for General Membership and CAC meetings; sends meeting reminder notices over voicemail or e-mail; takes notes of meetings, transcribes notes, and sends out minutes over e-mail or fax to CAC members and Field Representative.
Commitment: Average of 2 hours per week.
Communications Officer: Regularly produces and distributes a newsletter to the unit; originates communications to the general unit of any important information, using e-mail, voicemail, or printed form.
Commitment: Average of 4 hours per month.
If you are considering running or nominating someone to run, you should know that under Article 5.6.1 of the contract, the CAC has available 20% FTE [8 hrs per week] to perform their duties; these hours are distributed among CAC members as determined necessary by consensus, on a case-by-case basis. Traditionally, most of this time has been used by members of the Negotiations Team. In addition, CAC members have one hour per month released time to attend CAC meetings; that means, one meeting is taken on our lunch hour or other personal time, and time for the other is provided by the District.

As I was putting together this issue of the Power Source I noticed a piece of paper attached to my bulletin board. It was a list that I had cut out of a union communication quite some time ago. I thought it would be appropriate to print it here in light of the Fall 2001 CAC Elections. I don't know the author, but my credit to them whomever they are.
15 Ways To Wreck An Organization
1. Don't attend meetings, but if you do, arrive late.
2. Be sure to leave before meetings adjourn.
3. Never say anything at meetings; wait until it's over.
4. Vote to do everything at meetings, but never do anything.
5. Find fault with officers and fellow members.
6. Take no part in organizational affairs.
7. Never invite new people to join.
8. Sit at the back and gripe at meetings.
9. Get all you can, but never give anything.
10. Threaten to resign at every opportunity, and try to convince others to do the same.
11. Talk cooperation, but don't cooperate.
12. If asked to help, never have the time.
13. Never accept an office, but criticize anyone who does.
14. If appointed to a committee, never give time or service.
15. Don't do any more than you have to, and when others willingly and unselfishly use their ability to help the cause along, then howl because the organization is being run by a clique.

In response to last month's article on parking, Virginia Hotz-Steenhoven, whose job involves facilitating parking for students with disabilities, reports that she has conducted a survey of parking procedures and costs at other colleges and has shared this information with the Parking Committee. Stewards! Good News! We have had two people volunteer to be stewards! Once they complete their training, all we need is someone at Petaluma to bring us up to the maximum of six. Training and 16 hours released time per month are provided by our contract.
