Classification Review and Desk Audits

The District rejected the proposal by SEIU, Local 707 to use Tom Drumm to perform the desk auditing. The District is interested in finding an auditor that is trained in the Hay Method of job analysis and measurement. Currently, the District is contacting the Hay Group to see if they could be of assistance in finding a good candidate for the neutral fact finder. When SEIU, Local 707 and the District have settled on a candidate the desk audits can begin.

 

Contract Update

When the last contract was negotiated there was an increase from 2.5% to 5% in the percentage paid for a shift differential. Recently it was noticed that a similar change in differential for those employees with a split shift was accidentally overlooked. A split shift is one that contains one or more periods of unpaid time whose total exceeds two hours. This oversight was corrected by a tentative agreement between the District and SEIU, Local 707 signed on February 2, 2001. An employee with a split shift shall be paid a shift differential premium of 5% for those days when the split shift occurs.

 

Protecting Core Hours

  In 1999, the District circulated a job announcement advertising a classified position with a Tuesday through Saturday work week. The Union filed a grievance alleging the contract specifies the work week for classified as Monday through Friday, and the District must meet and confer with the Union if it seeks to establish other schedules, which it did not. The grievance was settled at the time by referring it to negotiations for resolution. However, the 1999-2000 or 2000-2001 contract negotiations did not resolve the core work hours issue.  

Because there has been no settlement of this issue the Classified Advisory Council approved a motion at its October 24th meeting to proceed with a grievance and unfair labor practice complaint. Recently, this grievance has advanced to the advisory arbitration step. SEIU, Local 707 and the District will now select an arbitrator to continue the grievance process.

Stewards Needed! We still need three more stewards to bring us up to the maximum of six. Training and 16 hours released time per month are provided by our contract.
