SEIU Negotiations Update — September 18, 2013
    Thank you for your patience and support during this past year's negotiations cycle. Yesterday, 94% of our voting union members ratified/approved the tentative agreement. There were 162 ballots were cast with 152 yes votes (94%), 3 no votes (2%) and 7 invalid votes (4%) A brand new copy of the 2013-2014 contract/bargaining agreement will be sent to union members in the next few weeks.

This could not have happened without your vote. The SEIU SRJC Chapter union is the loudest voice you have when your Negotiating Team is back at the table in a couple of months. I honestly believe we would not have the current salary, benefits and working conditions we have without the union. If you are not a union member, please consider joining our collective voice for worker equity.

SEIU Negotiations Update — September 10, 2013
    The SCJCD Board of Trustees approved the tentative agreement at today’s board meeting. Thank you for everyone’s support and for your enduring patience; we are stronger together. Here is a copy of the speech I gave during public comments.


Board President Lindley, Members of the Board, Dr. Chong and Colleagues:

As the serving President of the SEIU Local 1021 SRJC Chapter, I address you today on behalf of the 429 classified staff members at SRJC. Every day classified staff provides services and instructional support that keep the college running and students successful in their educational and career goals.

I never expected to lead a group of people through impasse. However, this has been a learning experience and an opportunity to clarify our unified goals.

I would like to acknowledge the hard work of each dedicated negotiating team as well as the endurance that individual classified staff has shown through this mediation process.

I ask you to approve the tentative agreement put before you. We now look forward to contract ratification on September 17th when it is our members turn to vote.

As an integral part of this institution, I am so grateful to be a part of the classified staff team at SRJC.

SEIU Negotiations Update — September 9, 2013
   

Hi All: As you may know, we signed a Tentative Agreement on Wednesday, September 4th.
It is pending Board approval (9/10) and member ratification (9/17).
SEIU SRJC Negotiators will be holding Brown Bag Informational Meetings on 9/10 at noon and 5 p.m.
(see Jordan Mead’s previous email on 9/5/13 for further details).

I encourage you to attend the Board of Trustees meeting on September 10th at 4 p.m.
in Bertolini Student Activities Center.
I will speak in support of the tentative agreement during public comments so you will be able to leave by approximately 4:30 p.m.

SEIU Local 1021 and Santa Rosa Junior College
have reached a Tentative Agreement

Hello Fellow Classified Staff Members,

SEIU Local 1021 and the Santa Rosa Junior College have reached a tentative agreement (pending approval by the SCJCD Board of Trustees on September 10, 201 & pending ratification by the members of SEIU Local 1021 on September 17, 2013) for a one-year contract covering 2013-2014 academic year. Attachments are included on this email; 1. Ratification Vote announcement and a summary of the tentative agreements, and 2. The full text and contract language (signed copies) of the tentative agreements. The SEIU Classified Executive Council and the Negotiation Team encourages you to ratify this contract.

SEIU Negotiations Update — August 21, 2013
   

Classified Staff-

SEIU and the District Teams were in mediation yesterday from 9am until approximately 11:30pm in the evening. Due to the late hour, the teams were unable to finalize all the details of a settlement by the time we called it a night. We continue to work on the specifics of a potential agreement, and are still in active mediation, so we are held by the bounds of confidentiality of the mediation process about any details of the meeting or a potential agreement. Both teams have agreed to continue to work on an agreement, with the assistance of the mediator. We have another formal mediation session scheduled for Sept 12th. but will continue to work to come to agreement, if possible, prior to that date. As soon as an agreement can be reached, we will schedule meetings to review the specific provisions well in advance of a scheduled vote.

SEIU Negotiations Update — August 9, 2013

Thank you for the great turnout and dialog at this past Tuesday’s informational meetings. We will be hosting another “brown bag” informational meeting on Monday 8/12/2013. The same information will be presented, but this will give anyone who did not have the opportunity to ask their questions or who have developed questions since Tuesday, the chance to speak directly to the Negotiations Team. No release time has been provided for this meeting.

SEIU Negotiations Update — August 5, 2013
   

Classified Staff-

On Friday, 8/2, I informed you that SEIU legal counsel has determined it is appropriate for an Unfair Labor Practice charge to be filed against the District as a result of the District’s imposition of Health Care cost sharing before impasse procedures have been concluded. That charge was filed on 8/2, and has been attached for your review.

We will discuss this and any other issues with you at tomorrow’s informational “brown bag” meetings. Your attendance and participation is encouraged and welcomed! Release time has been requested from the District for ongoing informational meetings, which they are considering. We will let you know if this is approved as soon as we are notified.

SEIU Negotiations Update — August 1, 2013

You are invited to attend either or both of two upcoming informational and discussion meetings. We’re again calling it a “brown bag” meeting because you do not get release time to attend. Instead it is on your own time during lunch or after work. This is a critically important meeting for you to attend if you desire information or want to comment about the current status of Negotiations and impasse.

You may also attend these meetings via video conference at Petaluma campus and via telephone conference at Windsor PSTC. We have not ironed out these details yet, but we will let you know as soon as they’ve been arranged.

SEIU Negotiations Update — August 1, 2013
    Classified Staff-

Yesterday you received information from the District regarding increases the District plans to withhold from your paycheck for health care while the SEIU contract is in impasse. The SEIU negotiations team has had the following discussions with the District on this issue:

- On 7/24, the District shared this information with SEIU. This was the first notification SEIU received about these additional, and significant increases expected to affect our members in October should impasse continue beyond Oct. 1st. A meeting was immediately requested with the District to address concerns with the information and their action.

- On 7/29, members of the SEIU negotiations team met with members of the District team. At this meeting, the District indicated there was an error in their calculated cost increases, and they provided new projected employee contributions that were significantly less than those previously calculated.

- Blue Shield members were overcharged on their July paychecks, based on the Districts recalculations, and are being sent a notice and correction to each person individually. (click here if you missed it!)

The SEIU team questions the need for the District to impose cost sharing on classified staff as funding for 2013-14 health care premiums has already been allocated in full and approved by the Board.

In regards to impasse, last week we contacted PERB directly and requested an expedited mediation. As of early afternoon yesterday, a mediator has been assigned and has offered proposed mediation dates starting the week of August 12th.

We will continue to keep you updated, and will be scheduling another “brown bag” meeting shortly.

SEIU Negotiations Update — July 23, 2013
    Dear Colleagues,

On 07/16/13 the District filed an impasse with the Public Employment Relations Board (PERB) under the Educational Employment Relations Act (EERA) Article 9. PERB has confirmed receipt of the filing and will now begin the process of assigning a state mediator to work with the two parties. Visit the links provided in this paragraph to find out more information.

As the SEIU and district teams work through this process to come to agreement on a new contract, thefollowing changes outlined in the letter sent by the district on 06/27/13 will be in place:

  • The 2012-13 salary concessions are no longer in effect as of 07/01/13 and you will see a 5.15% salary increase on your paycheck and statement.
  • The 2012-13 District’s level of funding towards individual healthcare costs remains the same even though there has been an increase in healthcare costs. You will see cost sharing premiums withdrawn from your paycheck and statement that varies depending on which plan you are currently enrolled.

The SEIU Negotiations Team will work to schedule ongoing Bargaining Brown Bag discussions at multiple times to meet people’s schedules, once we have more information on an assigned mediator and a schedule of meetings. It is our goal to schedule these discussions as closely as possible to match the mediation process to bring you current progress as it develops. We appreciate the feedback we’ve gotten for more current information and are working to respond to that as we hear more from PERB.

Until then:
  • Visit me for drop in at the SEIU office tomorrow in Bussman 1473 on 07/24/13 from 7:30 — 8:30 a.m. or from 4:30 — 5:30 p.m.
  • Attend the Open Session of the Classified Executive Council meeting on 07/25/13 from 3:45 — 4:30 p.m. in Senate Chambers, Bertolini Student Center.

SEIU Negotiations Update — July 17, 2013
   
Classified Staff-

As you may already know, the District and SEIU last met on July 11, 2013. At the conclusion of that meeting, we were unable to reach agreement with the major sticking points being Article 7 - Pay & Allowances, Article 10 - Holidays, and Article 16 - Fringe Benefits For Retirees.

As of today, the District has submitted the required request for impasse determination and the appointment of a mediator. While this process unfolds, we will send out updates as soon as possible to the extent possible. Due to the public nature of the campus email system, we will not be answering specific questions in this format. Rather, we will be scheduling another lunchtime “brown bag” discussion & information session in the coming weeks. Due to previously scheduled vacations, the earliest this will happen is the week of July 29th.

We encourage you to bring your questions and comments to this meeting.

SEIU Negotiations Update — July 11, 2013
   
Classified Staff-

The SEIU Negotiations Team and the District Team met today.

Despite positive movement on both sides resulting in agreement on several important articles, SEIU and the District were unable to reach agreement. We’re very disappointed that the District continues to deny our request for some type of COLA over restoration; whether through furlough or ongoing Spring Break holiday. SEIU is committed to continue to join the District at the table and feel the offers of both parties are extremely close and that progress was moving towards an agreement.

The District, however, has chosen to declare impasse and pursue mediation with a neutral third party in an attempt to resolve this matter. At this time, Negotiations between the teams has been suspended to allow this process to take place.

SEIU and the District met for a large portion of the day yesterday. Progress was made on many articles, but there remains several issues to resolve before we come to agreement. The District Team has suspended Negotiations until Thursday 7/11/13 so they may consult with the Board of Trustees on Tuesday.

SEIU Negotiations Update — June 27, 2013
   
   
If we do not reach a tentative agreement today, June 27, you will be receiving a letter from HR, informing you of impacts to salary and health care costs. We would like to draw your attention to the 2 changes that will automatically take place on the July, 2013 payroll:

     A salary increase of approximately 5.15% will be added to the salary schedule.

     A slight increase to health care premium costs will become the obligation of the employee.

     NOTE: These changes will be reversed upon SEIU and the District reaching a settlement.

The SEIU and District Teams met yesterday (6/26) and discussed the District’s latest counter proposal.

Although discussions continue, the District and SEIU remain relatively far apart in the following areas:

     The District’s desire to limit Classified Staff’s participation in the shared governance process and committees (Article 5)

     Compensation that recognizes the Classified Staff’s sacrifices over the past several years (Article 7)

     Health care benefit language that prevents the District from shifting the burden of ongoing increasing costs to classified staff (Article 9)

Yesterday, you received an email from the President’s office, with a copy of the Agenda for this morning’s Special Meeting of the Board. SEIU will be representing the classified staff in Public Comments at this meeting.

Despite the late notice, your negotiations team would appreciate your support by attending the public comments section of the meeting at 10am in Doyle 4246 if you can.

Your SEIU Negotiation Team is scheduled to continue discussions with the District immediately following the Board meeting.
