PARKING AND TRAFFIC REGULATIONS

INTRODUCTION

  1. The provisions of this SRJC Traffic and Parking Code, hereinafter referred to as the Code, SRJC Traffic Code, or SRJC Traffic and Parking Regulations, are adopted for the purpose of promoting safe and orderly movement of traffic within the boundaries of the Sonoma County Junior College District main campus, its satellite centers, or grounds and properties owned, operated, or controlled by the Sonoma County Junior College District, (all hereinafter referred to as the campus, college and/or Santa Rosa Junior College), and for the safe and orderly parking of vehicles and bicycles thereon.

  2. All provisions of the California Vehicle Code are expressly applicable both on and off paved roadways on the College except for those provisions which by their very nature have no application.

  3. Parking of motor vehicles and bicycles on the College is limited to specially designated areas set forth in the articles in this code. Fee permits are required. Vehicles or bicycles parked in violation of the provisions of this code are subject to fines, towing, or impoundment.

  4. All persons who enter on the college are charged with a knowledge of the provisions of the SRJC Traffic Code and are subject to the penalties for violations of such provisions. California Education Code 72247 authorizes the Board of Trustees to establish parking fees that apply to all instructional classes and activities and to business callers or visitors.

  5. All current provisions of the SRJC Traffic Code shall be maintained for public inspection at all times at the Santa Rosa Junior College District Police Office, the President's Office, and the Student Affairs Office.

SANTA ROSA JUNIOR COLLEGE

TRAFFIC AND PARKING REGULATIONS

The following traffic and parking rules and regulations are adopted by the Sonoma County Junior College District Board of Trustees to facilitate vehicular movement and parking, and provide for the safety of all persons using the campus. These traffic and parking rules and regulations are in effect at all times.

ARTICLE I - ENFORCEMENT

Authorization is granted to the District Police Department of the Sonoma County Junior College District by the Board of Trustees of the Sonoma County Junior College District to issue traffic and parking citations within the confines and along the perimeter of Santa Rosa Junior College property. Said citations may be issued for violations of:

  1. Regulations set forth by the Board of Trustees of the Sonoma County Junior College District.

  2. All applicable provisions of the California Vehicle Code pertaining to the driving and parking of vehicles shall apply anywhere on the College or upon any grounds or parking lots owned or controlled by the college, pursuant to Section 21113a of the California Vehicle Code.

  3. City or county ordinances as applicable.

  4. The provisions of these articles may be enforced by all duly sworn officers of the District Police Department, or other such persons as assigned by the Chief of Police.

ARTICLE II - GENERAL TRAFFIC REGULATIONS

Section 201:
No person shall fail to obey any sign or signal erected or maintained to carry out these regulations or the California Vehicle Code.

Section 202:
The driver of a vehicle shall yield the right of way to a pedestrian crossing any roadway.

Section 203:
No driver approaching from the rear of a vehicle which is yielding the right of way to a pedestrian shall overtake or pass that vehicle.

Section 204:
No person shall drive any vehicle in a willful, wanton, or reckless disregard for the safety of persons or property.

Section 205:
No person shall operate a motor-driven cycle, scooter, motorcycle, bicycle, motorized bicycle, or motorized quadricycle (except when operated by persons with physical disabilities) on any campus sidewalk or pathway.

Section 206:
No person shall ride a skateboard, in-line skates or roller skates on or in any facilities or properties owned and/or operated by the Sonoma County Junior College District, unless the activity is a regularly conducted class supervised by a credentialed instructor.

Section 207:
No person shall ride or walk a horse within the confines of the campus.

Section 208:
No person shall walk on a campus road which is paralleled by a sidewalk except when crossing the street in a marked pedestrian crosswalk. Where there is no sidewalk, pedestrians shall walk on the side of the road, in single file, and facing oncoming traffic.

Section 209:
No person shall operate a motor vehicle on any sidewalk, paved or unpaved pathway, field, or landscaped area except for District vehicles.

Section 210:
No person shall drive a motor vehicle on to any campus parking areas except by using roadways and drive lanes. All vehicles must travel in the direction indicated by traffic signs or markings.

Section 211:
No person shall operate a motor vehicle or bicycle within the confines of the Santa Rosa Junior College property at a speed greater than is reasonable or prudent, nor at a speed greater than 15 miles per hour or as posted except emergency vehicles.

ARTICLE III - PARKING REGULATIONS

Section 301:
Painted curbs are an indication of restricted parking and the color denotes the type of parking allowed. The following color code is adopted.

  1. Red Zone - Indicates no parking or stopping anytime whether the vehicle is attended or not.

  2. Yellow Zone - Indicates three separate and distinct parking areas:

    1. Loading Zone - Indicates an area for the loading and unloading of vehicles and the parking of service vehicles.

    2. Staff Reserved - Indicates an area reserved for faculty or staff.

    3. Kent Hall Reserved - Indicates an area reserved for those students who are authorized residents of Kent Hall dormitory.

  3. Blue Zone - Indicates parking spaces designed to enable access for persons with disabilities. These spaces are hereafter referred to as "Accessible Parking Spaces." (e.g. handicapped spaces). These spaces are wider than regular parking spaces and are designated by the white on blue international symbol of access. These spaces may also have van accessibility indicated with yellow slash lines. No person shall park in these spaces without displaying a valid placard, disabled person's, or disabled veteran's license plate issued by the California Department of Motor Vehicles.

NOTE: No person shall park blocking the ramp portion of an accessible space.

Section 302:
No person shall park in an access parking space, identified by the white on blue international symbol of access, without displaying a valid adapted parking permit, and/or a placard, disabled person's, or disabled veteran's license plate issued by the California Department of Motor Vehicles.

Visitors to the campus, not enrolled in campus courses, who have a valid placard, disabled person's, or disabled veteran's license plate displayed may park in adapted parking spaces or student spaces, without a SRJC parking permit or metered spaces without depositing money.

Section 303:
No person shall park in an area posted or marked "Parking by Permit Only" unless a valid parking permit is visibly displayed on the vehicle for such parking.

Section 304:
No person shall sleep in, or remain overnight in any vehicle parked on campus.

Section 305:
No person shall stop, park, or leave standing any vehicle whether attended or unattended in any area posted or marked "No Parking."

Section 306:
No person shall stop, park or leave standing any vehicle whether attended or unattended in any area where the curb is painted red.

Section 307:
When signs or markings prohibiting or limiting parking are erected on any street, road, or area, no person shall park or leave standing any vehicle upon such street, road, or area in violation of any such sign or marking.

Section 308:
No person shall park or leave standing a motor vehicle on the interior of the campus or on any sidewalk, pathway, landscaped area, or field that is not designed for parking.

Section 309:
No person shall park or leave standing a motor vehicle blocking traffic lanes on any campus roadway or parking lot.

Section 310:
No person shall park or leave standing a motor vehicle in any restricted parking area that is posted or marked for specific parking by a special restricted parking permit without such restricted permit properly displayed on the motor vehicle.

Section 311:
No vehicle shall be parked or left standing in front of, or in any way blocking any access gate or driveway on campus.

Section 312:
No person shall park or leave standing any vehicle in a posted or marked loading zone in excess of the 30-minute loading period.

Section 313:
Motorcycles, motor-driven cycles, and bicycles must be parked in designated motorcycle and bicycle parking areas.

Section 314:
All vehicles shall be parked clearly within a designated parking stall.

Section 315:
No person shall park any vehicle of any kind containing merchandise or food offered for sale on campus without written permission of the Business Services Office.

Section 316:
A temporary parking permit must be obtained from the District Police Office for any oversized vehicle which, because of its size or shape, cannot be parked within a single space. Permanent or semester length permits will not be issued for such vehicles.

Section 317:
Meter payment is required for parking in metered spaces during hours posted on meters. Parking permits do not excuse meter payment.

Section 318:
No vehicle shall be left parked on campus after 11:00 p.m. or before 5:00 a.m. except by special permit issued by the District Police Department.

Section 319:
No person shall knowingly display a semester parking permit on any vehicle when the permit has been canceled by the District Police Department, or reported to the District Police Department as lost or stolen.

Section 320:
No vehicle shall be parked in a metered parking space during posted hours of enforcement while the red meter flag is exposed or "expired" displayed on electronic meters indicating that the time on the meter has expired. Vehicles displaying a Department of Motor Vehicles license plate or placard for disabled persons are exempt from this section.

Section 321:
No vehicle shall be parked in any metered parking space for any period of time in excess of the limit posted. Each consecutive instance of parking beyond the maximum limit posted shall constitute a separate violation, whether or not additional coins have been inserted into the meter.

Section 322:
Student semester parking decals shall be displayed in plain view and entirely visible from the vehicle. No portion of the permit shall be covered or obscured in any manner.

ARTICLE IV - ABANDONED VEHICLES

Section 401:
No person shall abandon, or leave standing, any vehicle on the campus for 72 or more consecutive hours. All such vehicles will be stored under authority of Section 22651 of the California Vehicle Code.

Section 402:
The registered owner of a vehicle abandoned on District properties will be responsible for all towing and storage charges.

ARTICLE V - REMOVAL OF VEHICLE

Section 501:
In accordance with the provisions of Chapters 9 and 10 of Division 11 of the California Vehicle Code, any duly sworn officer of the District Police Department or any regular employed and salaried employee, who is engaged in directing traffic or enforcing parking laws and regulations, is authorized to remove or cause the removal of any vehicle from the College as follows:

  1. Tow away zones - Whenever a vehicle is parked or left standing in violation of these regulations and where signs are posted designating the area as a tow-away zone;

  2. Excessive unpaid parking violations - Whenever a vehicle is parked on campus and it has been determined that the vehicle has five (5) or more unpaid parking violations, or;

  3. In accordance with the provisions of Chapter 9 and 10, Division 11 of the California Vehicle Code.

Section 502:
Immobilization of vehicles on campus receiving 5 or more notices of parking violations over 5 or more days:

The vehicle may be immobilized until that person furnishes to the District Police Department evidence of his or her identity and an address within this state at which he or she can be located and satisfactory evidence that bail has been deposited for all notices of parking violations issued for the vehicle. A notice of parking violations issued to the vehicle shall be accompanied by a warning that repeated violations may result in the impounding or immobilization of the vehicle.

ARTICLE VI - PARKING PERMITS

Section 601:
All student parking permits will be issued under the authority of the District Police Department.

Section 602:
All staff parking permits will be issued under the authority of the District Police Department.

Section 603:
A valid parking permit must be visibly displayed on any vehicle parked in any District parking lot (metered spaces excepted) during posted hours: Monday through Thursday, 7:00 a.m. to 10:00 p.m.; Friday 7:00 a.m. to 5:00 p.m.

Section 604:
Staff Parking Permits for automobiles and motorcycles will be issued to employees of Santa Rosa Junior College, excluding student employees and Short Term Non-Continuing employees, according to a priority system based upon seniority, employment status and available staff spaces. All employees who qualify for staff parking permits will be required to renew their parking permits annually, not later than the first day of classes for the fall semester.

Duplicate staff parking permits will be available and may be affixed to a plastic holder. Permits are not to be loaned, traded, sold or transferred. Duplicate permits are not valid if on District properties simultaneously. If duplicate permits are found on District properties simultaneously, they are subject to citation.

These parking permits allow parking in areas posted or marked "Staff Reserved". These permits are not valid in metered parking spaces.

Vehicles with valid staff permits may park in alternate staff lots, other than the lot to which they are assigned; after 3:00 p.m.

Vehicles with valid staff permits may park in student parking at any time.

An EVENING RESERVED parking permit may be purchased in the District Police Department and entitles the holder to park in Staff Reserved lot after 3:00 p.m. at the Santa Rosa Campus. An ER permit entitles the holder to park in student parking anytime.

Section 605:
Student parking permits will allow parking in areas posted or marked "Student Parking by Permit". These permits are not valid in metered parking spaces. Student parking permits may be purchased during the student registration process or from the District Police Department.

NOTE: Students who purchase parking permits through the registration process or by mail must pick up their parking permit and attach it to their vehicle or visibly display it on a plastic hanger on their vehicle's dashboard or rear view mirror in order to have a valid permit. No portion of the permit shall be covered or obscured in any manner.

All vehicles must have a valid parking permit attached to or visibly displayed from their vehicle (as described in Section 605 paragraph 2) as of the first day of school for each respective semester and summer session.

The following language shall be included in all parking rules and regulations brochures attached to parking permits:

PERMIT ENTITLES PARKING ON CAMPUS WHEN SPACE IS AVAILABLE. AT PEAK CLASS PERIODS ALL LOTS MAY BE FULL! ALTERNATE METHODS OF TRANSPORTATION ARE STRONGLY ENCOURAGED.

Section 606:
Guest and vendor parking permits which have been duly issued and authorized by the Chief of Police or other authorized campus personnel such as Department Chairs, will be acknowledged and parking will be permitted in the designated locations identified on the temporary parking permit card. These permits are not valid in metered areas.

Visitor parking permits are available in advance and on the date of a visit to official guests and visitors of the college from the District Police Department, Department Administrator's Offices, and Department Chairs. It shall be the responsibility of College officials inviting guests to the campus to obtain a visitor's permit for their visitor from the appropriate locations listed above and to tell the guest that the permit must be properly displayed on the vehicle in order to be valid.

Section 607:
Special Events Parking

  1. For special campus events, parking permit fees may be set aside for patrons of the event. However, parking will be subject to all other parking regulations (e.g., out of zone, handicapped parking, red zones, etc.).

  2. Reservations shall be made through the Chief of Police on a semester basis, or as early as possible, stating the lot (or portion) to be reserved so that all concerned persons will know, well in advance, that the lot is to be used for a special event on a particular date.

  3. The sponsoring organization, if an off campus group, shall be responsible for reimbursing a District Police employee through the District Police Department to control the flow of traffic into the parking lot.

Section 608:
Permits for Disabled: - Persons who have a physical disability, permanent or temporary, will be issued an adapted parking permit. Adapted parking permits will allow persons to park in the restricted areas identified by the white on blue international symbol of access, or in any other legal parking space on campus, including metered parking spaces. Applications for an adapted parking permit may be made through the Enabling Services Office.

To be eligible for an adapted parking permit, an individual must have a valid placard, Disabled Person's or Disabled Veteran's license plate issued by the California Department of Motor Vehicles. Special arrangements will be made for those who qualify, but have not yet obtained the proper placard or license plate.

Application for this permit must be made each semester and a new parking permit obtained by the first day of each class semester.

Section 609:
Temporary Adapted Parking Permits - Persons who have a health condition of a temporary nature, which necessitates the use of an adapted parking space, may apply for a temporary adapted parking permit through the Enabling Services Office. This permit is valid for a maximum of two weeks. These permits are valid in adapted parking spaces, student spaces, or metered areas in District controlled parking areas.

Applications for renewal of these permits shall be granted to persons who have a current placard from the Department of Motor Vehicles. The duration of the permit will coincide with the date of expiration given on the placard. Persons who are in the process of applying for a placard from the Department of Motor Vehicles will be given a temporary parking permit (up to two weeks) upon assessment, and subsequent approval, of the Campus Enabler.

Section 610:
Parking Permits - Every vehicle that occupies a space designated for an automobile, motorcycle, or motor scooter must display a valid permit during posted hours of control.

Valid Permit - A valid permit is:

  1. A current parking permit issued by the District Police Department and displayed:

    1. On driver's side of the rear bumper,

    2. Entirely visibly on the dashboard,

    3. From the rear view mirror by means of a plastic hanger.

  2. A valid temporary parking permit issued by authorized departments or the District Police and displayed on the dashboard of the vehicle with the entire permit in plain view. No portion of the permit shall be covered or obscured in any manner.

  3. A valid daily parking permit issued by a campus daily permit machine and displayed on the dashboard in plain view with the entire number and date/time stamp showing. No portion of the permit shall be covered or obscured in any manner. This permit is not valid in staff parking until after 3 p.m.

Section 611:
Invalid Permit - A permit is invalid when:

  1. The time or date has expired.

  2. Any portion is not completely legible.

  3. A permit is found on a vehicle after it has been reported to the District Police as lost, stolen, or destroyed by the person who originally purchased the permit.

Section 612:
It is a crime to:

  1. Not immediately report finding a valid parking permit to the District Police Department (Penal Code Section 485)

    Take a valid parking permit that belongs to another. (Penal Code Section 488); and to possess, buy or receive a stolen parking permit. (Penal Code Section 496); and to duplicate, alter or resale a parking permit.

NOTE: VIOLATION OF THIS SECTION COULD RESULT IN A CRIMINAL CITATION.

Section 613:
Permit Issuance - There is a charge for parking permits. Application for permits are available in the District Police Department. Permits will be issued upon receipt of a completed parking application, the appropriate fee, and proof of enrollment.

Section 614:
Additional Decals - Staff - Employees of the District may be issued one additional permit (at no charge) for their other personally owned vehicle(s). At no time will more than one vehicle be parked on campus at the same time in any lot displaying the additional second permit. Duplicate permits shall not be traded, shared, loaned, or sold.

Section 615:
Staff Gate Access Cards - One gate access card will be issued to those staff members whose reserved parking area is controlled by access gates. Gate access cards are not to be loaned, traded, sold, or transferred.

Section 616:
Staff Gate Access Card Replacement - If an access card is lost or stolen, staff must file a report with the District Police Department. (False reports are a violation of State Law. Penal Code Section 148). A non-refundable fee will be charged for a replacement of an access card.

Section 617:
Additional Decals - Student - Students may purchase additional parking decals at full price.

Section 618:
Unregistered Alternate Vehicle - Permit holders may obtain a free temporary permit for up to two weeks for an alternate vehicle which does not have a permit. After that time, a regular permit must be obtained for a fee.

Section 619:
Permit Replacement

  1. Replacement of permits due to theft, damage, or change of vehicle may be accomplished by completing a Certificate of Destruction (available from the District Police Department) and submitting it with the decal remnants, where applicable, to the District Police Department. A non-refundable service fee will be charged for replacement of any permit.

  2. A non-refundable service fee will be charged for replacement of stolen permits. Stolen permits must be reported to the District Police Department. (It is a crime to file a false report of theft with the police.)

  3. A non-refundable service fee will be charged for replacement of a lost permit.

Section 620:
Permit Fee Refunds - Refunds on parking permits will be given:

  1. Within 30 days after the start of the fall or spring semester or 15 days after the start of the summer session. A current, reusable (as determined by District Police) parking permit and a Request for Refund form must be submitted to District Police to obtain a refund.

  2. Requests for parking refunds that do not meet the above criteria will be denied.

ARTICLE VII - PARKING FEES & APPEALS PROCESS

Section 701:
Parking Permit Fee Schedules - Parking permit fees are set by the College Administration and may be raised within the legal limits of the California Education Code as deemed necessary. Money collected from permits and fines are used to maintain, improve, and upgrade parking on campus.

Section 702:
Citation Parking Penalties - Citation parking penalties shall be in accordance with those established by the Sonoma County Penalty Schedule for all cities, the County of Sonoma, and all public entities empowered to write citations and collect fines. Those penalty schedules shall increase as deemed necessary by the Board of Trustees in conjunction with other Sonoma County Governmental entities.

APPEALS PROCESS

Section 703:
The citation appeals process follows Vehicle Code 40215. Persons wishing to contest a citation shall follow the information on the citation.

Section 704:
The District Police Department provides a means for an on-campus review of campus parking citations through the Administrative Review Process.

Level 1 The following reasons have been authorized by the court to recommend dismissal:

  1. Had valid permit - not visible (District will recommend dismissal for this reason once per fiscal year)

  2. Parking permit machine or meter out of order (verified by District)

  3. Handicapped placard not displayed

  4. Permit lost or stolen (police report required)

  5. Citing officer's or Department's error

  6. Official guest of College

Level 2 Depositing the fine with the processing agency. Upon receipt of appeal and payment, the Sonoma County Hearing Officer will review the request. The recipient may appear for the hearing in person or may send written declaration.

Level 3 By filing small claims action.

ARTICLE VIII - BICYCLES

Section 801

Laws Applicable to Bicycle Use

Every person riding a bicycle anywhere on District Properties has all the rights and is subject to all the duties applicable to the operation of a vehicle by Division 10 of the California Vehicle Code, except those provisions which by their very nature can have no application.

Section 802

Days and Hours of Enforcement

College bike regulations shall be enforced at all times to ensure public safety.

Section 803

Punishment for Violators

While it is the intent of this Section to minimize violations of the bike regulations through education, awareness and voluntary compliance, excessive violators may be subject to referral to the following for appropriate actions when necessary:

  1. Issue Citation to appear in Municipal Court.

  2. Refer to the Vice President of Student Services

  3. Refer to immediate job supervisor.

Section 804

Awareness

The District shall inform faculty, staff, students and visitors of bike rules and regulations through written material that shall be available through normal College media sources.

Signs and paint shall be used to mark specific area pertaining to compliance with bike rules and regulations whenever possible.

Section 805

Excessive Speed

No person shall ride a bicycle at a speed greater than is reasonable and prudent, nor at a speed greater than 15 miles per hour or as posted.

Section 806

The only authorized legal bike parking location is in a provided bike rack. Any bikes parked in any other location are subject to citation or impound as described below.

Section 807

Bicycles shall be left parked or stored in bicycle racks located at numerous locations on campus.

Section 808

No person shall park, store, or leave a bicycle in such a manner as to cause said bicycle to block or otherwise impede any normal entrance or exit from any building on the College property.

  1. No bicycle shall be parked, stored, or left within six feet of an entrance or exit of a building unless a bike rack, parking device or marked bicycles spaces are provided within that distance.

  2. No bicycle shall be parked, stored, or left on any building access or egress ramp.

Section 809

Parking and Storing Inside of Buildings Prohibited

No bicycles shall be parked, stored, or left standing in any lobby, hallway, classroom, or room of any building (unless said area is specifically designated for bicycle parking). Bicycles inside of buildings may constitute a safety hazard and shall be removed and impounded by the District Police. Designated areas must be in accordance with all Federal, State and Local Fire and safety regulations.

Section 810

No bicycle shall be parked, stored, or left standing so as to block or impede the normal flow of traffic on any highway, roadway, street, alley, sidewalk, parking area, or pathway on College property.

Section 811

No bicycle shall be parked or left standing so as to interfere with or impede the normal movement of handicapped persons or pedestrians upon curb cuts or access ramps.

Section 812

No bicycle shall be parked, stored, or left standing on any lawn or landscaped area except in those areas designated as bicycle parking areas by the presence of racks or other parking devices or signs indicating the area as a bicycle parking area. Bicycles parked in designated parking zones may not expand into landscaped areas.

Section 813

No bicycle shall be chained or otherwise locked or attached to any handrail, tree, shrubbery, door, sign post, telephone pole, lamp post, or other object not maintained or designed for the purpose of securing bicycles.

Section 814

No bicycle shall be ridden on the Bailey Field track, lawn, or landscaped area under any circumstances.

Section 815

Removal of Bicycles in Violation

Whenever any bicycle is found in violation of this article, any District Police Officer or District Police employee authorized by the Chief of Police, may remove the securing device using any reasonable measures necessary to impound the bicycle. The District and employees authorized to remove and impound a bicycle in this manner shall not be held liable to the owner of the securing device or the owner of the bicycle for the cost of the repair or replacement of such securing device.

Section 816

Authority to Remove or Impound Bicycles

Any District Police Officer or District Police employee authorized by the Chief of Police may remove, relocate, or impound any bicycle which:

  1. Blocks or impedes the normal entrance to or exit from any building on campus.

  2. Blocks or otherwise impedes traffic on any street, highway, roadway, path or sidewalk.

  3. Is parked in violation of any of the sections of this article, or;

  4. Appears to be abandoned.
