SRJC District Noncredit Facts
Noncredit instruction is included in the California
Community Colleges' mission statement and referred to "... as being
in the state's interest..." and as "... . an essential and important
function of the community colleges." Noncredit courses are offerings
designed to meet the special needs and capabilities of those students
who do not desire or need to obtain unit credit. Noncredit instruction
provides students with skills critical for survival in today's society
- providing remedial, developmental, occupational and other educational
opportunities. For many students, noncredit instruction is often
the initial point of access to higher education. Noncredit adult
education is limited, for state apportionment purposes to nine categories:
- Parenting, including parent co-operative pre-schools, classes
in child growth and development and parent-child relationships,
and classes in parenting.
- Elementary and secondary basic skills and other courses and
classes such as remedial academic courses or classes in reading,
mathematics, and language arts.
- English as a second language.
- Citizenship for immigrants.
- Education programs for substantially handicapped persons.
- Short-term vocational programs with high employment potential.
- Education programs for older adults.
- Education programs in home economics
- Health and safety education.
SRJC provides noncredit instruction and service to over 6,500 students
in the areas of:

Classes occur year round throughout Sonoma County and are free to participants.
Noncredit Course Approval and Changes
The following process applies to all noncredit courses.
This process is applicable to new course proposals,
substantive changes to existing courses and minor changes to existing courses.
- New courses must meet at least one of the following nine criteria
for funding: (ECS 84711 Funding Criteria for Noncredit Courses):
(Effective until January 1, 1988)
(a) For purposes of this chapter,
the following noncredit courses and classes shall be eligible for funding:
1. Parenting, including parent co-operative pre-schools,
classes in child growth and development and parent-child relationships,
and classes in parenting.
2. Elementary and secondary basic skills and other courses
and classes such as remedial academic courses or classes in reading,
mathematics, and language arts.
3. English as a second language.
4. Citizenship for immigrants.
5. Education programs for substantially handicapped persons.
6. Short-term vocational programs with high employment potential.
7. Education programs for older adults.
8. Education programs in home economics
9. Health and safety education.
(b) No state apportionment shall be made for any course or class
which is not set forth in subdivision (a) and for which no credit is given.
- Change of one or more of the three identified course objectives
constitutes a substantive course change
and requires Chancellor's Office approval.
- New courses and existing courses with substantive changes
must have Chancellor's Office approval before they can be offered
- Minor changes such as title, methods of evaluation and instruction,
and teaching materials require Chancellor's Office notification.
Approval Process:
The Educational Programs and Services (EP&S) Office is SRJC's liaison
to the Chancellor's Office for noncredit. Therefore, the approval
process for noncredit courses will be coordinated jointly by the Curriculum
Committee and Joe Yull, Director of Noncredit Programs & Services
(NCP&S).
10. Changes or new courses are initiated at the department level with a Title 5
computerized course outline and appropriate Curriculum Committee forms.
Additionally the CCC-456 form must be submitted (see last page of this section).
This form is to be filed out jointly by the department representative and the
Director of Noncredit Programs & Services (Joe Yull).
Curriculum Committee form
1. Materials are to be reviewed by individuals identified on Curriculum
Committee
noncredit forms and forwarded to Joe Yull, Director, NCP & S.
2. Director, NCP & S will review for completeness and potential problems
and return to department, if needed.
3. Director forwards completed proposal to Office of Dean of Instruction,
General Education for inclusion on the next Curriculum Committee agenda.
4. Curriculum Committee notifies Director, NCP & S, of action taken.
5. EP&S makes final review and forwards to Chancellor's Office for
approval.
6. EP&S will notify department, Office of the Dean of Instruction,
General Education and Scheduling Office of action taken by the Chancellor's
Office. (Note: Turnaround time for response is approximately 30 days.
Course may be offered once Chancellor's Office approval is secured).
- NOTE: Minor changes to approval noncredit courses
are sent to the Curriculum Committee as information items only.
Such changes must be submitted in memorandum form
to Director, NCP & S,
who will inform the Chancellor's Office.
