1. U.S. CENSUS BUREAU: A short briefing on the upcoming Census 2000 and what it means to the College.

2. INSTITUTIONAL PLANNING INTERFACE: A conversation, led by the component administrators, about more closely connecting other college committees to the planning process and the Institutional Planning Council in particular. This discussion will also commence an evaluation of the college planning process by IPC members.

3. UPDATE ON P4E: Baba Adam will update IPC on Transfers and Degrees and Certificates Awarded report from the Chancellor's Office.

1. CENSUS 2000: Representative form the U.S. Census Bureau (Karen Epps & America Romero) provided operational information regarding Census 2000. They made specific requests for student workers and training space. They were advised to contact Roberta Dunham regarding training space and Virginia Boswell regarding possible student employment. IPC members were requested to share their Census 2000 information packets with other staff in order to inform them of Census 2000 and as a way to promote the possible use of student employees for this task. The Census 2000 representatives indicated the initial census reports would begin being published in 2001.

2. INSTITUTIONAL PLANNING INTERFACE: The component administrators led a discussion on the possibility of more fully integrating the institutional planning process by linking the Institutional Planning Council with a core group of planning committees (EPPC, BAC, DFPC and EMG). Dianne Smith join the discussion and provided clarification as to Policy 2..5 guidance relevant to the establishment of new committees, the identification of committee functions, etc. Ron Root led the components' discussion by providing his initial observations regarding the College's committee structure and planning process. He and the other components are suggesting that the planning process could be better served by further linking the activities of the core planning committees with IPC's planning agenda. This could mean the delivery of specific reports or completion of planning tasks by these core planning committees in coordination with IPC. It could also result in the addition, as standing agenda items, of reports and updates from the core planning committees.

There was a general sense that IPC was headed in the right direction on this matter. It was agreed that the IPC co-chairs write a memorandum to the four identified committees informing them of IPC's thoughts and request that the planning committees provide their definition of their committee's charge to IPC for further discussion and coordination. It was further agreed that IPC have standing agenda items for each of the planning committees on a regular basis. At the next IPC meeting, the matter of the role of the Enrollment Management Group (EMG) and its relationship to Institutional Planning Council will be discussed. These are considered first positive steps towards more institutional planning integration.

3. P4E PERFORMANCE MEASURE UPDATE: TRANSFERS, DEGREES AND CERTIFICATES: Baba Adam provided updated information regarding the numbers of UC/CSU and other transfers for 1998-99 as well as an update as to the number of degrees and certificates for 1998-99. Further, he provided IPC the unofficial ranking for SRJC in each of these three categories. SEE ATTACHED.

1. Component Administrators' Mid-Year Report: The component administrators (Ed Buckley, Curt Groninga, Doug Garrison, Ricardo Navarretteand Ron Root) each reviewed progress made on their 1999-00 Component Goals. Generally speaking, progress has been made on the bulk of the goals and objectives. A few goals and objectives may need to be deferred until later this academic year or next due to workload issues.

2. Partnership for Excellence Performance Measure Update: Baba Adam will provided an update on P4E performance measures to date with an emphasis on transfer rates to public and private colleges including out-of-state institutions. Dr. Adam will periodically inform the Institutional Planning Council of progress made towards the achievement of the P4E performance measures. .
