INSTITUTIONAL PLANNING COUNCIL

MINUTES

December 6, 1999

Present: Baba Adam, Donata Bohanec, Ed Buckley, Craig Butcher, April Chaney, Brenda Collins, Alex Drake, Toni Eaton, Joe Friedman, Doug Garrison, Greg Granderson, Curt Groninga, Ricardo Navarrette, Jennifer Mann, Genieve Taylor, Jack Wegman

Absent: Robert Agrella, Marty Carpenter, Janet Chin, Carole Ellis, John Roberts, Ann Samson, Deborah Sweitzer

1. 2001/02 Five Year Capital Outlay Program: Curt Groninga provided a review of the Five Year Capital Outlay Program with a emphasis on the Five Year Plan, the Scheduled Maintenance Program and the Hazardous Materials Removal Program. Additionally, he updated the IPC on the need to provide, to the State, the Final Project Proposals for the Learning Resource Center ($32,000,000) and the Petaluma Campus Phase II ($33,000,000) projects. The State has requested these final proposals given their belief these are two potentially fundable projects. Curt outlined the two projects for IPC.

2. Senate IPC Membership Update: Brenda Collins indicated there was no change in the Senate's IPC Membership Criteria or Process. She did indicate there will be at least two members leaving IPC (Jack Wegman and Deborah Sweitzer) and two new appointees are needed.

3. Revised Program Evaluation Planning Process: Doug Garrison reviewed the new Academic Affairs P.E.P. process and responded to questions from IPC members. Doug outlined the new process. IPC endorsed the draft in principle. IPC asked that Academic Affairs bring it back with more detail and to note where other component areas may be linked in as to information flow and implementation of P.E.P. plans. The proposed process is to be further reviewed by the Department Chairs Council, Educational Policy & Planning Committee, Classified Senate and the Staffing Committee.

4. Petaluma Technology Academy: Doug reviewed the proposed Petaluma Technology Academy with IPC. This proposal represents a true partnership between the College and the high technology (telecommunications) industry. Several Petaluma area firms are willing to support the development of a Petaluma Technology Academy with in "Telecom Valley", provide space and equipment and some support and have the College provide instructional programs, training and enrollment support. This proposal allows the College to develop a much needed occupational education program to Sonoma County individuals, telecommunications employees and firms. IPC supports the concept and development of such an academy with an understanding that sufficient external funds will assist the College in making it a reality. Doug will continue to work with members of the instructional program (CIS, BOT) and Computing Services, Academic Computing and Media Services.

5. Transitions: The co-chairs noted the departures of two very fine IPC members in Jack Wegman and Genieve Taylor. Jack will be leaving due to class schedule conflicts disallowing him the opportunity to continue his service. Genieve is transferring to Cal Berkeley. Both have contributed a lot and will be sorely missed. Also, Deborah Sweitzer is on sabbatical leave for the Spring Semester. She has been a long time contributor and member of IPC. Her contributions have been immense and she, too, will be missed during her sabbatical. She recently has been absent due to the illness and passing of her mother. IPC wishes Deborah, Genieve and Jack our very best.
