- Review of Educational Goals
---Everett Traverso presented
the educational goals as developed by EPCC. The goals continue the
development of a number of long term educational objectives and deal
with issues including: the need for institutional research; review of
the course scheduling process; development of a focused response to
educational/training and support needs of students impacted by welfare
reform, coordination of policies, procedures and standards related to
distance education; review and long term planning for international
education; increase the commitment to Student Equity/Success plan; and
review of the "major" requirement for the associate degree.
EPCC will consider further developing the goals into objective and
activity statements.
- Petaluma Phase II Planning---Curt Groninga and Doug Garrison
led an extensive discussion on the need to commence Petaluma Phase II
planning prior to the completion of the Spring Semester. The State is
encouraging SRJC to submit a Final Project Proposal by February 1,
1999 in order to qualify the project for funding. What is needed is
the combination of educational and physical planning for this project.
The projected cost is $166,000. The proposed planning process is
similar to that utilized in the LRC FPP development. Questions
centered on the relative priority and status of the LRC project (it
has a higher college and state priority and its previously completed
FPP is under revision) and what percentage of funding should SRJC
expect to shoulder (approximately 10% at this writing). Phase II is
the natural evolution of the Petaluma Center which has always had a
three phase development plan. This project has now been reviewed both
by IPC and DFPC and Curt and Doug have been invited to discuss it
along with other major projects at the April 1st Senate
meeting.
- April 6th Meeting
---The next scheduled meeting
will review the Cross-Component Goal and discuss enrollment management
with Doug Garrison.

discussion of the 1998-99 Academic Affairs Operational Goals led by Ed
Buckley.
CROSS-COMPONENTS OPERATIONAL GOAL: A presentation and
discussion of the 1998-99 Cross-Component Operational Goals led by Ed
Buckley, Curt Groninga, Ricardo Navarrette and John Roberts.
CONTINUING PLANNING UPDATES: An on-going
agenda item which will be on each agenda allowing for updates, new
initiatives which may materialize throughout the year, etc.

ABSENT: C. Ellis, K. Hoffmann, J. Mann, D. Sweitzer
- STUDENT SERVICES OPERATIONAL GOALS: Ricardo Navarrette presented
the 1998-99 Student Services Operational Goals. He reviewed the
intent of each of the six operational goals and nine objectives. The
general purpose of the goals is to develop the student services
organization and review its current functions and make requisite
changes to the operation as needed. Student Services Operational
Goals address such issues as program review and master planning,
outreach counseling, Petaluma student services, organizational
structure review, facilities need and the development of a technology
plan. There were a few questions related to points needing
clarification. Ricardo was asked whether the goals address the future
of Physical Education/Athletics. He answered that the goals do not
directly address that but when looking at organizational structure
that will be considered. Also, as part of the discussion related to
Petaluma student services, Curt Groninga indicated that at a near
future IPC meeting, there would be a discussion on Phase II Planning.
- ACADEMIC AFFAIRS: Ed Buckley presented the 1998-99 Academic
Affairs Operational Goals. As with the previous three administrative
presentations, Ed reviewed the intent of the seven operational goals
and twenty-four objective statements. Academic Affairs planning
initiatives address workforce education and training and its
relationship to Academic Affairs organizational structures,
implementation of the proposed reorganization plan, Petaluma campus
planning and status, the utilization of Coddingtown and other off-site
instructional centers, enrollment management, program scheduling and
facilities needs and the Academic Affairs Technology Plan. Again,
there were a few questions designed to evoke some clarification as to
the intent of the various goals and objectives. As part of the
discussions related to growth and the Petaluma Center campus status,
Curt reminded IPC, that, at its March 23rd meeting, the
issue of Petaluma Phase II Planning would be addressed and that Doug
Garrison would be invited to participate. It is further anticipated
that at its April 6th meeting, Doug will be invited to
present on the subject of enrollment management as further discussion
related to the on-going institutional planning issue of growth.
- CROSS-COMPONENT OPERATIONAL GOAL RE: ADJUNCT FACULTY: A lengthy
and spirited discussion as to the intent and scope of this cross
component goal was held. The component administrators intent was to
begin to address the "care and feeding" issues related to
better supporting the needs of the adjunct faculty while recognizing
they are an important and major part of the college. Other IPC
members suggested the goal should be broadened somewhat in order to
address the issue of the 75:25 ratio. Specifically, there was some
sentiment to establish, as part of the operational goal, a target to
increase the ratio in order to further insure instructional quality.
It was decided the Component Administrators would revisit its goal and
better clarify its intent.
- MARCH 23RD MEETING: It was agreed that the first two
agenda items at the next IPC meeting will the presentation of the
Educational Goals and Objectives led by Everett Traverso and the
discussion of Petaluma Phase II Planning led by Ed Buckley, Curt
Groninga and Doug Garrison. A revisit to the Cross-Component Goal may
be possible.
- APRIL 6TH MEETING: The two planned agenda items for
this meeting will be a resumption of the discussion of institutional
planning issues addressing growth (enrollment management) and a
planned revisit of the Cross-Component Goal on Adjunct Faculty.
