September 3, 2002

 Minutes

Present: Trustees Bob Burdo, Rick Call and Don Zumwalt, Dr. Robert F. Agrella, Dr. Curt Groninga, Dr. Ed Buckley, Jay Carpenter and Ron Root

Guests: Michael Maas, Ann Kennedy, Joyce Black, Ken Cereghino, Bill Francis, Rich Klatt and Nick Caston

Open Session:

1. Press Box Update: The press box is due to arrive on or about September 23rd and will be installed shortly thereafter.

2. Los Guilucos Firing Range HazMat Cleanup Status: Curt indicated that the LG Firing Range Hazardous Materials removal project is coming closer to completion. County and College representatives met to discuss closing out the project and the County is urging the College to not close the facility down and that they are willing to accept it after due diligence with City of Santa Rosa Fire Department. That is the direction the College and the County are proceeding.

3. Shone Farm Projects: Both the site work and facilities projects are complete. College staff has a project to complete landscape and patio area paving in design.

4. Library Project Update: Curt reported that the College will receive approximately $1.5 million in increased state funding for electronic carrels. Working Drawings are on schedule to be submitted to DSA by late October.

5. Space Planning Consultants: Michael Maas (Maas Companies) provided an update as to the space planning activities they have accomplished to date. The consultants have met with the parking consultants (Walker Parking Associates) and representatives of City Schools in order to better coordinate and help the College collaborate with the high school and their building programs.

6. Parking and Traffic Analysts: Bill Francis (Walker Parking Associates) provided an update as to their activities to date. On and off-campus counts for the week of August 26th indicate huge parking demand on the Santa Rosa Campus as well as in the streets surrounding the campus. Walker has been working with City of Santa Rosa, City Schools and Maas Companies in an attempt to develop feasible alternatives for the College to explore in late October or early November.

7. Culinary Arts @ The Brickyard Project Update: Progress is definitely being made on the remodel. Plans are to complete the project on or about September 30th. There will be substantial change orders due to the directives received by PG&E and the City of Santa Rosa as well as general building conditions.

8. Trustees Pictures and Student Trustee Signage: BFC approved revised Trustee picture system and the student trustee signage.

9. Classified Memorial Project Update: Final signage work will commence in late September and early October.

10 Land Acquisition Guidelines: BFC reviewed revised draft land acquisition guidelines. It was suggested that a demographics reference (population growth and need) be included and that a minimal number of acreage be considered. Curt to revise and bring back for further discussion.

11. Architect Selection Guidelines: BFC reviewed revised draft architect/engineer selection guidelines. It was suggested that a statement requiring potential architects and engineers meet minimum bonding capacity be added. Curt to revise and bring back for further discussion.

12. Selection Processes for Cosmetic and Interior Improvement Projects: BFC agreed to consider the development of selection guidelines for cosmetic and interior improvement professionals. Curt to develop draft guidelines for BFC consideration.

13. Facilities Related Board Items (September): BFC had no specific questions and or concerns related to any of the September Board Facilities items.
