Open Session:
1. Public Safety Training Center Update: Curt reported that the closeout is moving nicely. The college may hold back $50,000.00 in some retention funds to cover punch list items that need completion after the end of the lien period.
2. Library Preliminary Planning: The architects reviewed the scope of the project and it is in line with the approved scope. They are awaiting a final preliminary plan cost estimate which will be shared with the BFC at its April meeting. The architects will review the project with the full Board at its April 9th meeting. Curt indicated that though the scope has not changed, his does have a concern as to whether the State cost guidelines have kept pace with the realities of the construction market. If there is a cost estimate differential it would be based upon how much the State guidelines trail Bay Area construction costs.
3. Classified Memorial Proposal Update: BFC reviewed the revised memorials policy procedure statement.
4. Culinary Arts at the Brickyard: The architect (Alan Butler and Jim Henderson) reviewed the scope, cost estimate and schedule for the Culinary Arts at the Brickyard Project. The costs presented are what it takes to build such a facility to meet the scope of a 2400 square foot teaching kitchen and bakery. The architects are rushing to complete the drawings in order to keep on construction/completion schedule.
5. Shone Farm Classroom Project: The architect reviewed the status of the project (TLCD) and indicated construction should be completed by the start of the fall semester. Curt indicated that Steve Olson and he need an updated project schedule from the architect.
6. Shone Farm Reservoir Project: Steve Olson and Curt Groninga outlined the nature of their discussions with the Town of Windsor and Gallo Vineyards. Gallo is proposing to construct the reservoir (50 mg) on College property in exchange for access to the reclaimed water. The Town of Windsor is encouraging this but SRJC wants to make certain all costs are born by either Gallo and/or Town of Windsor. Further, the College, given the reservoir would be built on its property, wants an extension of the existing reclaimed water agreement to parallel, at least, the life of the reservoir. Steve and Curt are working with legal counsel to help guide the three (3) party negotiations.
7. Baker Hall Remodel Design Update: The architect (RMW) is nearing completion of the construction drawings. Curt indicated this project will need bond funds (if it passes).
8. Plover Remodel Final Project Proposal Update: Curt reported that TLCD and he are working with Student Services in attempting to develop a "one stop Student Services Center" in a vacated Plover Library. They are looking at completing the Final Project Proposal (FPP) by May 1st. Curt anticipates the State may participate in approximately 25% of the cost given the College is attempting to expand the facility to pick up additional square footage.
9. Jewelry Lab Relocation: Jay reported on the success of the relocation of the Jewelry Program to Santa Rosa High School.
10. Los Guilucos Firing Range: Curt reported that there is a strong possibility that the County may not sign the Termination Agreement which would then require the College to take the existing facility down. Curt is working with Randy Kenworthy and Norm Cleaver on this matter and how to finalize the clean-up project with the County of Sonoma.
11. Facilities Related March Board Items: No questions and/or concerns were expressed regarding the following March Board items.
a. Culinary Arts at the Brickyard Renovation Project, Permission to Bid
b. Jesse Peter Native American Museum Fire Suppression System Scheduled Maintenance Project, Ratification And Award Of Bid.
