2000/2001 Institutional Goals Survey Summary
1. Are the existing goals acceptable to be carried over into 2000/01?

Combine #2 and #4? Success and retention
I think that in Goal #7 there is a need to add "ethical behavior" and "competency" as areas that staff can receive training in. It is possible for people to be knowledgeable and current in their field and yet not be ready to perform the job they are assigned. I leave the exact wording up to the IPC.
#8 Specify constituent groups. Add adjunct faculty.
#10 End the two-tiered class system of hiring adjunct faculty and STNC's to perform work at lower wages and without benefits.
#12 Seek to support state legislation that would add revenues to budget for example AB420.
All of the goals need re-thinking, as a group. There are too many of them, and some seem not really to be goals. The goals should envision change, and the change they envision can (should!) reach into, and make use of, various parts of the college. That said, here are specific goals that strike me as especially questionable:
1. Instructional Quality: no goal should include the notion of maintaining anything. This goal seems primarily to aim at maintenance of wonderful traditions and habits. If we want a goal about instructional quality, it should be to re-examine (clarify, etc.) our definition(s) of it.
2. Student Success: "improve" needs to be moved to earlier in the wording -- i.e., "To improve SRJC's assistance to students in . . . "
5. Continuous Learning: This is not a goal. No change is implied or stated, and there is therefore no way of determining the achievement of the goal. Do we want to re-examine our work in the area of continuous learning?
6. Outreach and Recruitment and
7 Staff Development - These two should be parts of some other, larger goal. Outreach should be attempted (or improved) to some end; Staff Development should be changed to serve some end (e.g., staff development efforts should be directed (perhaps) to Goals #1 above or Goal #2.
8. College Governance: Has a timeline been established for this one?
10. Institutional Quality: ditto--timeline?
#9 and make that database available to the college community
Modify goal #6 by changing the wording to include the following, "…recruiting faculty, staff and students…" I would also suggest that Goal #8 be modified by identifying the "constituent groups" and specifically including staff.

Maybe this is too long -- but, something like this, that combines the two...With a heading perhaps like one of these: Maintaining Quality, Standard of Quality, Quality Standards
The student success and student retention goals (2 and 4) may sometimes work at cross-purposes. Continuing to seek more thorough and refined placement test to supplement or replace the apps/essay and raising our expectations for students writing and logical thinking skills would improve both academic and vocational students' performance. At the same time doing so could likely require far greater resources for basic skills and intensive writing skills coaching. How is writing across the curriculum working out? What have been our successes and challenges? Is there a comparable program for math and for critical thinking? (possible goals).

Add before #1 Instructional Program - provide an integrated and coherent general education, clear vocational options, and well-developed lower division majors for students
While in #11 we talk about community relations I think the concept of being a community resource is missing. We have unique facilities and specialized equipment that are available to the community yet there is no goal that allows the proper facilitation to much of it.
I am extremely concerned that up to now there has been no coordination between opening educational facilities and programs (building facilities and expanding course offerings to weekends) without any plan to provide support staff.
#2 & 4 - greater emphasis on support services that increase success, retention, graduation. Under-funded efforts compared to needs.
Any of those mentioned above should be deleted if they cannot be turned into real goals, or brought into the service of a real goal. Add: something about improving access to the institution, through coordinating efforts on scheduling, parking, fees, construction, student employment, student housing, etc.
4. Further suggestions?
We need to address the entire instructional program - the structure in which #1 Instructional quality occurs.
Items 2, 3, & 4 are closely related. Large lecture format may be cost-effective but is not conducive to student success in areas that involve skill development. The push toward distance learning, large lecture format, may very well not provide the student -- instructor ratio necessary for student success. We must beware of the costs of efficiency.
RE: cost effectiveness -- Would it be possible to limit this and other memo-type correspondence to 1 or 2 copies per department to be posted on a bulletin board or common area and copies to be made available upon request from admin. assistants. Many of these handouts seem to be focused more toward admin and faculty and sometimes aren't utilized by everyone in the department. This would seem to save the school a few dollars a year in paper and print costs.
New area #13 under the heading Instructional Stability, or could be added to #12 Resource Development: "To design and implement a comprehensive resource development plan for assuring access to a quality education for future generations. This commitment to inter-generational education equity requires the careful management of resources, the need to optimize the use of resources subject to educational quality constraints, and the need to maintain financial resources for future stability.
#11 - I have seen little two-way flow of information structures have to be created to create a dialogue.
Also, incorporate the Magna Carta as an instructional goal.
Reduce the number!
To maintain SRJC's reputation for academic excellence, we could consider a post-program (degree or certificate) general knowledge exam covering key concepts. It could be advisory (i.e. would not affect degree or certificate status) yet illuminating and would surely help us with curriculum planning at all levels.
Enrichment (learning process) and culture (growth) are not included and need to be clear in goals. This could possibly be a separate goal.
