PARTNERSHIP FOR EXCELLENCE
PROPOSAL REVIEW CRITERIA & PROCESS FOR 1998-99 ACADEMIC YEAR

PREAMBLE:
Santa Rosa Junior College will develop a Partnership For Excellence Program based upon three principles related to the delivery of instruction and student support services: access to quality instruction and services, success of students and accountability. Infusion of Partnership For Excellence funding will further the enhancement of existing as well as the development of new programs and services in support of these principles.
Lateness of knowledge of Partnership For Excellence funding has created a unique situation. For this year only, allocation of Partnership For Excellence resources is being handled on a project proposal basis. In the future, it is anticipated that departments will identify, in their regular planning processes, projects and proposals appropriate for Partnership For Excellence funding (i.e. PP&E, Program Review, etc). It will be the Component Administrator's responsibility to inform the college community of the criteria and timelines for Partnership For Excellence proposals.
CRITERIA:
Proposals recommended by the component administrators will be evaluated based on their relationship to:
1) Support of Institutional Goals with emphasis given to institutional quality, research, college governance, instructional quality and student success and,
2) State Partnership For Excellence areas of accountability which include increases in:
SUPPORTING INFORMATION:
IPC will request additional information from the component administrators about each proposal including the following:
1) Description of measurable impact on above criteria as well as access, accountability and the success of infrastructure support.
2) Identification of proposal/activity type:
a) enhancement of existing programs
b) new innovations
c) access, accountability and success of infrastructure support
3) Categorization of proposals:
a) one time expenditures (P4E equipment, systems)
b) on-going expenditures (Programs, positions, etc)
4) Determination of whether proposal was previously identified in the planning process.
UNDERSTANDINGS:
1. Component administrators will bring their prioritized proposals to IPC and provide background information, rationale and estimated costs.
2. Each component administrator will be asked to briefly explain the planning process they used to identify priorities.
3. Proposals will be reviewed within existing institutional processes (i.e. proposed faculty positions will be reviewed by faculty staffing committee, classified positions will be reviewed by classified staffing committee).
4. All proposals will receive consideration and the final disposition of all proposals will be publicized to the college community.
