BACKGROUND

The Partnership for Excellence is a program begun in 1998-99 with an appropriation of $100 million for the community college system. The intent is that there will be at least two more annual appropriations of $100 million each so that at the end of the three year period the Partnership for Excellence program will have infused an additional $300 million into the system. The purpose of the Partnership for Excellence program is to improve student performance as indicated by a number of student outcome measures. In general these outcome measures emphasize access, student success and accountability. This report is to inform the Trustees about the disposition of the $1.9 million received by Santa Rosa Junior College as its share of the Partnership for Excellence funds.

Attached you will find a schedule which details the projects to which Partnership funds are allocated. These allocations were widely discussed with the Institutional Planning Council being the principal governance body for the review and recommendation of allocations. The attached schedule shows the amount of the appropriation which is ongoing, those that are one-time, and shows the remaining balance.

In summary $458,000 were allocated in the spring of 1998 as a part of the President's Spring initiative. Those allocations are for ongoing purposes. In addition there are a series of one-time allocations detailed on the attached schedule which amount to $1,038,000. $404,000 have not been allocated. As can be seen at the bottom of the attached schedule, this results in a total $637,800 available for one-time allocations. The attached schedule details the status of ongoing commitments. Please note that of the $1.9 million allocated for 1998-99 $422,000 remains available for new ongoing commitments in 1999-00.

Finally, it should be emphasized that this report deals only with the 1998-99 allocation and makes no assumptions about the level of funding, if any, in the final 1999-00 budget. As has been discussed at prior Board meetings, the Governor's January budget includes not the $100 million estimated but only $10 million.
